Well, that wasn’t particularly why I picked out that quote, but since you mention it: it seems to me like a typically C18th-early C19th characterisation of Englishness which I can’t easily imagine anyone using today. It seems more like the way Australians like to think of themselves. Or perhaps Americans, for that matter.
